When attempting to restore a backup of SQL Server database
the following error occurs.

STEPS
The issue can be reproduced at will with the following steps:
1. Open SQL Server Management Studio
2. Right click on Databases to Restore
3. In restore wizard, select to add from device
4. Choose file, select OK and see error pop up
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot select a file to restore their backup.
